What does the in seam measure?

The inseam is measurement of the seam on the inside of the leg from the crotch to the bottom hem of the boxers

After 1,2 wash it’s logos and colour all are gone.. they send me dublicate one.

If washed in cold water and dried. The color should remain. Mine are still good after a couple of years.

Can you make them into shorts instead of boxers ?

In the same way that you can make panties into a swimsuit
