Can this be cut down to accommodate a 34 inch shower stall?

You definitely can! I bought this for a 32" wide shower stall. Since each metal tube was rather light duty, I actually used both rods (one inserted inside the other) as double thickness reinforcement, then carefully did some measurements and cutting with a hack saw. It cut very easily. For the D.I.Y.'er or handyman with some basic tools and know-how, it certainly can be cut down and modified to fit nearly any smaller size than it's original intended minimum 38" manufacturer size from box. I know for a fact because I did it and the results are sturdy and look beautiful. It also is nice for me, because it is one seamless rod and eliminates that pesky hump where the shower curtain rings get caught up in that area where the small rod meets the larger rod. Keep in mind, you get two brackets shipped with this. Each bracket has a different sized hole diameter for each sized rod. Do like I did and use as much as both rods to do your install and cut off the excess. It's definitely do-able. Just plan and cut carefully.

How much of a curve is there when expanded to only 40 inches?

I'm not positive with a span of only 40 inches, but the curve/offset should be roughly 6 inches.
