Where is this product made?

Parker Safety razor is a company based in India. Thus, the product is probably packaged there. However, that does not mean the potassium alum itself was sourced there.

When used it doesn't "sting" like previous aluminum bars i have used[after shaving] ...am wondering if it is working?

stinging or burning from an alum block generally means you've shaved too close, that's one of the neat properties of the stuff since it can give you feedback on whether you're shaving too close. I'd say you're probably shaving in a way that's not too irritating to your skin but I Know that it may not necessarily look like it

is this the same as 2019? I've bought 3 other alum blocks since then and they're all those pressed blocks that break into pieces and become useless

Yes , an Alum Block is a salt block.It will break if you drop it , keep it in a plastic container. You hold the whole block in your hand ,wet it and rub it on your face. Mine is 4 years old , still some left. Don't drop it and it won't break.
