Is this an effective adhesive for bonding neoprene subject to intense direct sun?

I'm afraid that I use this product strictly for repairing bicycle tubes. So, although I hale from the American southwest (hot) my application of the product does not include prolonged exposure to direct sunlight.

Will it work with Hypalon. (Dingy material)l

I do not know what that is, however this glue is made for rema patches and is supurior to other tire patch glue.

Does this require a hardener? is it the same as the plastic cement rema tip top makes?

This doesn't require any hardener. The screwtop has a brush at the end of a short stem on the inside of the cap, like you might find on a bottle of rubber cement. Just brush the stuff onto the surface you want for gluing.
