Just measured mine ,32 inch inside leg, I'm usually 31inch (regular) with a pair of walking boots these are just right.

Is it 100% waterproof?

No. They are light and comfortable but certainly not waterproof.

What does tge W stand for after the size. I.e 32W

I took the letter W to mean waist size in inches, 32 inches. Or using Google convert, 32inch = 81.2 cm.
