What are the mounting plate dimensions and hole centers?

The steel plate measures 3-7/8" x 4-1/2" with hole center-to-center spacing at 2-13/16" x 3-5/16". I hope this helps.

What is the width of the rubber tire? It can't be 4 inches, since that is the width of the top plate and the axle.
