Can these be cut up for training treats?

To be honest with a pair of scissors then I will be forced to say yes.
However it would be more practical to get actual training dog treats if the price is a driving concern for you or why not by non dog training treats as you should already be aware that which manufacturer of any product not added an additional premium for simply altering "dog treats" to "dog training treats" and viola an excellent excuse to get millions of pet owners buying the "dog training treats" because they have to be different from ordinary treats. Aren't they?? 
Anyway the simple answer is my dog loves them but I never felt the need to pop her a treat for successfully completing her training. Lots of praise hugs kisses and dancing plus the best singing she has ever heard.
Buy these strips for the sheer taste they love but don't try it yourself as they will kill your taste buds and that steak won't ever taste quite as delicious as the beef strips for the dog. 
Any dog "treats" or a few dried kibbles or a piece of chicken will surfice is the dog you love really going to say one day when they're eyeing up Lily's kitchen treats/training that you gave him or her a poor substitute for the real thing.

Stay safe and healthy and when you hit a train brick wall before you run to the expensive expert hop over to Google search or any of the other engines as that's the only trainer you will ever need.

Check out the sprats by the same company as they're small and you don't have to cut them up.

Are they good distraction chews do they take time to chew I’ve got a cocker who begs lol

I have a Jack Russel who absolutely loves these, chews consequently a chew lasts about 5 seconds!
They are brittle not chewy. Unfortunately my dog has a sensitive stomach and these chews caused him to have a severe reaction resulting in a visit to the vets.
