the holder for the certificate is 12 1/2 inches X 9 3/4 inches.

what is the distance from the edge of the certificate to the inside gold border?

That is a problem with these certificates. Very many are not centered on the paper. Mine have 3/8" on the left side and 5/8" on the right. So if you split the difference and they printed them straight it would be 4/8" (better known as 1/2")
