Can the monitors be moved up and down the pole?

Yes, the brackets attach to the monitor, and then they can be positioned at any point on the poles. Once the correct height is set, you can tighten the brackets at that position. The brackets also allow the monitor to be tilted on the pole. I have my top monitor angled more downwards than the bottom monitor, so as to avoid any reflection from the ceiling light on the top monitor.

Will this fit a samsung chg70 32 in monitor on bottom and a 24 in on top?

Yes. I do exactly that with this. Though they make a "32 inch" version, if you already have this one, it fits 32" monitors just fine. In fact the size and specs of this are identical to their 32" version EXCEPT the pole itself is 3 inches shorter which should make no difference. They both support the same weight (22 lbs) per monitor and have the same desk connector and VESA mounts (75/100).
