How do you make designs on the acrylic circle?

I use a cutting machine like the cricut. You could also use stickers and then cover with epoxy/resin and another option I a combination of a acrylic paint swatch for a background and then add a design. Tons of tutorials on YouTube.

Can you sublimate these?

No, these do not have a finish suitable for sublimation.

Are these cast or extruded?

I would say they are extruded, but they have amazing clarity. 2 inches wide and if I am not mistaken these are 1/8” thick, which is perfect for my use with epoxy and vinyl. They make for perfect gifts. I hope this helps.
