Why do some elbows have a cover over the holes and what are the holes for?

Hi. I believe that the covered is the latest style. The cover is for noise reduction. It quiets the air rushing though. The down side is, once that cover gets wet, I believe, it is a harborer of bacteria. I'm not sure what the holes are for, except, when you exhale, the air has to go somewhere.

Is this the same elbow or the AirFit N20?

Not sire I understand the full extent of your question. The elbow I purchased as per thw picture was for the Air Fit 30 and it works fine.

Does this swivel. I am new to this and one of the tabs broke off where it connects to the mask.

Yes the elbow does swivel which makes the mask much more comfortable when wearing

Does this elbow have the holes?

Yes, the holes allow you to be able to exhale. They are required or you will retain CO2. This elbow is for home use on a machine that only has one tube and is without an exhalation port. (hospital equipment)
