Does this still let you have back pressure? Or there isn’t any back pressure with this mini muffler?

I doubt it adds much, if any back pressure. It is straight through with some mesh around where it bumps out.

So is this a muffler or a resonator?

I would call it a resonator. It will round off some of the harsh sounds, but almost nothing to make the exhaust quieter.
