1pcs TLC5940NT

Q: Is this a surface mount ic or pin hole? The picture is wrong

The units I purchased from Amazon were 28 Pin Dual inline packages (14 pin per side) that I inserted into 28 Pin IC socket. They are not surface mount IC’s, they are what you called pin hole, NT Package 28-Pin PDIPT. The picture on Amazon shows both DIP and surface mount IC's and that I know is causing the confusion.

Yes it is. The picture is just a generic ic picture.
