Can I spray this over makeup? Is it clear?

I think it isn’t really sheer, it’s lightweight but leaves you white. I do like it for beach days or pool days.

Is this difficult to wash off? I use a different mineral sunscreen that doesn't wash off completely, even after scrubbing with a wash cloth.

Definitely white, though plenty of reviews say it sprays on clear. I have tried shaking the bottle vigorously before applying to no avail. It is lightweight and easy to rub in but, I don’t see how anyone can apply this over makeup.
