Does the notcher have any markings of degrees to see were your drilling?

Yes it has 0-50 degree markings

Do you need a special hole saw. With the hole saw i am using with 1 1/4 tube. I cant do any angel

You may just need a shorter hole saw. The only problem with that though is that your hole saw needs to be longer than the width of your tube or else it will bottom out on the tube. Also it's better to set the angle you want then bring your tube up to the saw, usually you can't make cuts in the middle of the length of your tubes because one side of the saw will hit the tube when cutting angles.

Can you adjust the cutter support up/down/verticle to do off set notches? similar to a jd squared notcher, or is this just like the easwood notcher?

It’s almost identical to the eastwood notcher only allows 90-45 degrees you can move the plate over 45 degrees but there no markings
