Could the item I paint be submerged in water (like painting a figurine in a water globe), or would the paint come off of it if I did that?

This paint is lacquer based. If it is dried properly it should not be affected by water.

Could I use this to touch up a shower drain? Or could it not work in a place where it gets wet and walked on? Also, what's with the cancer warning?

This paint is used for wood and plastic models. I don't think it will stand up to water and foot traffic. It is a lacquer based paint and therefore carries a cancer warning if you should try and drink it.

Would this be okay to use on a car emblem?

Yes you could paint a car emblem no problem and the paint will last no chipping good quality of paint
