What is the width and length of the hole

It is large enough for sturdy fishing line, doubled embroidery thread, or a wire the size of a small paper clip, but not large enough for fat satin "rat tail." Hope that helps.

Does it come with the wire loops?

Yes, the wire loops are included, but I did not use them. I tried a couple and I had to bend them too much to insert them and then bend them back into shape again. I found it easier to just put a fishline thread through the hole and double knot it at the top. It looks nicer as it seems like the crystal is floating in the window.

do these refract light?

This crystal ball refracts light. When the sun shines, there will be rainbows everywhere.
