How do Install this on a wood frame rocker? It seems like it was designed to be used on a metal frame.

The z-clips are meant for metal frames. We additionally purhased Upholstery EK Clips, Upholstery Furniture Spring Clips, EK, S Clips, Plastic Sleeve Insulated Sofa Spring Repair (8), and easily used them to replace the broken Spring and old clips. Working well.

does each share require more than four springs per chair?

Yes they come with clips...it shows them, and also they are listed in description. Springs would be useless w/o clips.

How do you know if you need 15" or 18" ?

Measure the length of the spot where you will install the spring. It should be in the vicinity of 14-16 inches. (There is a curve to the spring, so the 15 inch spring, for example, would fit in about a 14.5 inch spot. But this is flexible, because the spring is flexible and can bend). Or, if you have other springs in the furniture, measure them. I had my old broken spring, so I was able to get the approximate length using that.
