When my laptop is on a desk,does it still reduce the EMFs coming from the electronic/monitor/phones?

Yes,i think it still work great,it shielding the radiation from the bottons of laptop. I often use laptop on the dest, and I keep Alfredx radiation protection pad underneath it, it will protect my body well.

Just purchased this and I’m not sure where the 2 round sticky pads are suppose to go? Can someone instruct me please? Thank you!

I have not used them personally as I prefer the portability, but they are for attaching to a desk, to prevent movement. You could place them in the corners and attach to your desktop.
