Does the black color felt bleed the color onto light color material?

It does not bleed at all. We have been keeping Black felt over a White felt for months now, and not a single bleeding has occurred.

Would this be good to upholster a clarinet case?

It's about the same thickness as the regular felt squares you get in a craft store. I bought it, and am using it for a flute case. I wish I could had found something a little thicker, but trying to find that sold by the yard (and not the little squares) is darn near impossible. Good luck!
