For a standard Old Fashioned (2 ounces of bourbon, 0.75 oz of Old Fashioned syrup) I started with just the peel as a garnish, but later added half of a cocktail stirred spoon's worth of the syrup to create more "orange" flavor. That worked perfect for me - even though the orange flavor comes through well with just the peel and what syrup stays on the peel.
