Can i use outside steps

Its made from aluminium and rubber so should be ok, the fixings would be close to the edge of concrete so may split out

Can this be used outdoors

We have used it across the door sill on our new shed new shed to protect the sill when bringing the lawn mower in and out. Works extremely well.

Can I use this on my stairs as we have carpet

It's your choice but I don't think it would look very nice. It's designed more for hard surfaces rather than carpet.
