5.3 inches tall what size bike

Not this bike. You need a small frame (15-16 inches) and smaller wheels.

What height person is this bike for? it says 16"small frame size in description, but someone else mentioned it is 28" so I am confused.

You're right, bike jargon can be a bit confusing at first. The hybrid tire is 700c (metric) which converts roughly to 28" in diameter. 16" is the frame size (the measurement from the seat post to the bottom bracket). Another helpful measurement is the standover height (30"). You can view a photo image of this standover height by clicking on the last photo on left side of the bike. Hope this helps.
