I would be the wrong person to ask since I like it just the way it is for an ice cream topping. To me it doesn't need to be sweeter for ice cream since the ice cream is already sweet. I like the sweet-salty combination of the two - especially on chocolate ice cream. You might try powdered sugar or honey if you want it sweeter.

Is this liquid enough to be drizzled in a cup without heating?

Yes, it is. the ingredients include peanut/cottonseed oil. This is what makes more liquid and pourable/drizzle.
