Does the handle bar lock in place so it cant be steered?

Yes it does but it requires a big push to lock it in. Once it is in, it is fine and works well

Is it good for a tall child?

Within reason yes, should be okay 👍🏻 has good size seat height adjustment but not much on handlebars 🤷♂️
