What is the overall length of the bracket?

Thank you for the question. The overall length is 4-1/2" long. Thank you again.

Will it keep the chains noise down

No. To reduce chain noise get a Hanger spring for a porch chair rated for about 300 lbs. This will make a huge difference in the chain/bag noise.

Does this mount into the thin side on the 2" x 8" open ceiling joist? Meaning the 2" part on the bottom of the joist.

Yes it will mount directly to the joist if you desire. How I set mine up was I built a base that I attached with screws to two joists which will distribute the weight on both joists instead of one. Check YouTube for ideas.
