Yes it’s got everything. It’s simply a smaller motorcycle. Had mine for over a year now. Insurance on it was only 80 bucks for the year

Do i need a motorcycle driver's license to register it?

They never asked for mine in Florida.

Does the fuel and oil have to be mixed ? Or can it just take plain 87 octane gasoline ?

Plain 87 octane is fine for colder weather. (below 60⁰ F) but I run premium (91 octane) for summer driving

Is there a definitive answer on what the top speed is? I'm seeing 55, 65, and 70 mph in the answers and reviews.

I ride next too my wife who will achieve top speed at 61 mph according to the speedometer on my motorcycle. My wife is 130 lbs
