will this bag hold up in heavy rain m?

Yes, it holds very well and contents stay dry. I usually tighten mine up as tight as I can get it during heavy rains, and I’ve never had anything get wet before.

are these pin buckle straps or snap button straps to close the bag?

Magnetic snaps. Mine have been working great but if they ever break you can JB Weld them together and use the buckles on the strap that are used for adjustment. I had to do that with a different bag.
