Is the fragrance natural or artificial?

It doesn’t have a very strong fragrance. I would say natural. I love this shampoo. Got my wire haired Boy soft for weeks.

Is the formulation created for a dog’s pH level?

I cannot give you a specific answer to the PH level you refer. I got this shampoo because the shampoo used by the groomer made her itch for two or three days after. With this shampoo she does not itch at all.
