Q: Is it glitter or white snow like flakes?

Glitter but to me it does look like snow. Very beautiful.

Q: Is it ok otherwise if it deosnt revolve? i thought santa was wearing a weird square hat. i copied it & blew it up in paint & saw it was a reflection!

It is very nice. I don't believe it revolves. Not sure if the Santa wears a hat though. We bought it it to give to my son's teacher because he broke the one she had on her desk. We were basically trying to do a nice gesture and replace it. My son did say the teacher said this one was nicer than the one she had. Hope that helps.
