Q: are the large tea filters free of all chemicals/toxins? Including (and especially) epichlorohydrin?

Can’t answer this definitively for you as I can only report what it says on the packaging- “...made of abaca pulp, cellulose and sealing fibre”. “Biodegradable, chlorine-free bleached, without glue”.

Q: Anyone used for chamomile flowers that don't sink, so the bag would float on the surface?

I use that for black tea in a tea pot and it doesn’t float after a minute. It needs to absorb the water.
