That I can see it does not have the CE marking. With that being said, it’s performance is to CE standards. I have recommended this stand to others. It is a true space saver and gives excellent angles for sitting and standing. I wear bifocal glasses and have trouble with the normal stands. This stand allows me to place the monitors where my head/neck are comfortable. Made in China.

I want to be like the man in the video, will this make as happy with life as he is?

Unfortunate didn't happen for me, maybe it's because I'm missing the minority friend to share it with. Good product though, so at worst you just get a great duel monitor stand, at best it works for you and you're living the life. What have you got to lose.

How far to the left/right can each arm move, i'm looking to have one monitor to be central and one off to the left, is this possible?

Yes, it is possible. The articulated arms allow a good movement of the monitors. Mine are 24" and depends on the size of your monitors.
