Is this cable safe for a 240 volt 400 watt halogen outdoor floodlight/security light

The cable is robust and capable of carrying at least 13 amps, which at 240 volts is over 3000 watts so 400 would be no problem.

Is this cable UV rated?

As this cable can be buried in the ground and is very tough, or fitted on a wall or fence the I have never had a problem with uv rays affecting the cable.

Can I use this 1.5 for a double gang socket

Yes, for a double gang socket. Presumably you mean 13 Amp ones. It's really for permanent installations, it's not flexible like like appliance chords. I used it very successfully to install a double 13Amp socket and lights in our summer house. Hope this is useful!! Go for it. Martin.
