we ended up returning it because the wires were blocking the train from moving on the tracks

The on/off switch is located at the bottom side of the décor.

are there skiers at the top?

There are two people at the top, but it is unclear whether they are skiers. Presumably, but no skis are visible under their feet. Farther down the run is two people on a toboggan.

Does the train and figurines move with out the music? Or is it all connected to the same switch? Can you mute the music and have it still move?

It has a two position switch. One way just makes the train, figurines, and Christmas tree move. The other way makes these move and plays the music.
