I believe it is. The one I purchased only lasted a few months.

Im trying to buy a waterproof bike cover, but it keeps popping up $102 dollars and i cant cancel it to redo the order.

If I remember correctly, this cover can be used for outside storage. There is the capability to use a lock while protecting your bike.

Does this bike cover stain your bike?

It did not stain the bike, however did not hold up well, especially to wind. Inexpensive tarp with bungee worked much better.
