Q: what does charge error mean? It is not addressed in the instructions

It mean that the charger has analyzed the voltage change between charging and discharging. It is constantly performing tests on the batteries. It has decided that the battery is not holding a charge as well as it expected the battery to do. Unfortunately, this charger is too sensitive and gives up on batteries that still have a lot of useful life left in them. You can't use this to charge batteries that are more than a couple of years old or batteries made by different manufacturers. I don't think there is a way to defeat the error message and still charge the batteries.

Q: Will it charge any brand of battery

I have several brands of rechargeable AA and its works for all of them. They will not all recharge by the same time. I try to keep the same type together.

This Tenergy TN438 Smart Battery Charger will work with other brands of batteries as long as they are rechargeable AA/AAA size and are NiMH/NiCd type.
