are these safe under high heat for long periods of time?

Probably not. I have a couple that have warped from having a hot bowl of soup sitting on them. They aren't melted, so they're still usable, but they are no longer flat.

Can these go in the dishwasher?

I wouldn't...have had similar thickness cutting mats and after washing in dishwasher their ends curled and could never be flattened again...not this company but these are even thinner than the cutting mats

Can you use these as a base to write on a paper, using a pen?

I've only used them as placemats. I think they would work if you were using them on top of a tablecloth with a firm table below. But they are light and flexible, so you couldn't use them by themselves not on a firm surface.

Are these suficiently thin that they can be cut with scissors and used as templates?

I believe they could be cut with sharp scissors although I have not tried it since I actually want them for placemats.
