What size flag will this pole support?

A very small one. It is made for a windsock.

I received the pole in 3 sections..... not sure how to twist-lock the bigger two sections.... could I be missing a piece?

maybe you didn't get the right pole... should be one telescopic 3 different sizes... they pull out into 3 different size sections, like a telescope and they twist lock in place... not too sturdy in windy conditions.. they un-twist and collapse back into a one piece pole... good luck..

Rubber gasket hole is punched on side not center. Are all gaskets punched off-center?

It all depends on the gasket goes with. Not all machinery is matched dead center. If unsure, contact the original manufacturer

How do you put this together?

You pull it out to lengthen it and push it together to shorten it that’s why they call it telescopic
