16mm is correct. For example,16*14*420mm means outer diameter 16mm, inner diameter 14mm, length 420mm.

Wall thickness is 1mm or .039. Inner dimension is 2mm smaller because there are two walls in the measurement one on one side of the diameter and one on the other. Get a Micrometer and measure the wall thickness.
