Yes, they come flat. They look fab hanging from the ceiling.

Are these card or just paper?

They’re card and come flat packed. You have to pull them to shape and they have a white paper clip which holds them in place. Easy to assemble and then put away again. Quite effective, especially when strung up on ‘invisible’ thread and hung at different heights
