As far as I can remember that's all I got - not sure what else you would have received other than the stove and the small stuff sack.....the extra space doesn't mean that anything is missing, it could just be too big a box. Contact Kovea directly.

How does this stove perform without the wind screen?

I would have to say that it depends on the wind and if you have any natural protective cover. If there is no wind, then you are fine. Wind blowing straight at the stove will be a problem, just like any stove, using up more fuel. Very easy to make a heavy duty aluminum foil windscreen...

Does this burner fit a 16.4 oz propane bottle?

To my knowledge, it wouldn't fit without an adapter, like the one they sell to fit onto a butane bottle. The threads are mainly for the camping isobutate/propane mixture they use.

How many uses could I get out of this, assuming I take care of it? Also, does it get hot enough to cook meat safely?

I've cooked numerous meals with it over the years and as long as you have enough fuel and an appropriate pot or pan, it will cook like a home gas stove. Meat is safely cooked at a lower temperature than at which water boils so as long as you have enough fuel in your bottle it will be safe.
