Looking for suede stick-ons for smooth ballroom dancing. Are these it?

I don't think so. The stick-on itself is made out of a rubber/plastic material. It is smooth enough that I can spin on it, but I am not confident that it would be smooth when sliding your foot in any direction.

Can these be used on shoes with rubber soles that have treads that are dried and worn?

These adhere best to smooth, cleaned-up soles.
