How far from the wall can it be? Does it have to be 24 inches? It will have plenty of room on all other sides and above.

If you are referring to the rear of the unit. The input and output ports are in the rear. There needs to be enough space to plumb them in and gain access to the fittings if necessary. You may be able to get away with less than 24" but run the risk of not being able to access those fittings it if needed.

We have solar and don't heat our pool with a heater, we just use it for the jacuzzi. Is this heater overkill for that use?

It depends on what size your Jacuzzi is but we have a 18,000 gallon above ground pool it calls for a 70,000 BTU I bought 140,000 BTU I wanted to go bigger and better this heats the pool no problem. Can take temp of water from 72 to 88 in 8 hours . It can heat Jacuzzis but I was told not to use the Jacuzzi setting for the pool because it gets so hot it could stretch the liner.

what does the cord look like? I have a dedicated outlet used for a hot tub that we no longer have, wondering what the actual plug looks like.

I believe it uses standard 110 outlet but will let you know if I am wrong.

If water is flowing through heater and water is up to desired temp does the heat coil turn off?

The unit is a heat pump thus it doesn't have heating coils. Yes, the compressor shuts down once the water reaches the set point. It turns back on when the temp fall a few degrees below the set point. Should the pool pump fail or be inadvertently turned off the unit will shutdown.
