What are the hole dimensions? I am worried my parrotlet can escape?

The vent holes inner diameter is 3/4" only. It's more for ventilation and to mount the perch per design.

Will it fit a Greenwing Macaw?

No I have a backpack very very similar to this same dimensions and it would not fit any sort of macaw probably better for cockatiels and Conures

I have an indian ring neck. the long tail is my concern. i'd like to go for walks and travel. would this be spacious enough?

Honestly I am not sure. It is a pretty good size back pack. I have a cockatiel so he will have plenty of room. Maybe if you positioned the perch up higher? But the tail does concern me. His body size would not be a problem at all....
