Is the red and black version the 2018 upgraded version?

All of our chair on the Amazon has been upgarded. The material and the construction of the part has been improved.

Do the arm rests have cushions?

Not really. They are semi-contoured but just plastic. No cushion at all

Does the "leather" peel over time like other chairs do?

I had mine for a little over a year and it didn't peel at all. The base is not very strong though, one of the sockets that holds the wheel in place split.

When you first assemble it, it makes some disturbing sounds, but after it has broken in it rocks very well. Like other chairs, you can lock it in a forward position as well.
