Is this the top cloth is cotton?

No. The cover is not cotton. It is synthetic but works well on the pillow. I am using this pillow since march and it is good quality. It looks as good as new even now. The pillow is very soft and comfortable.

How can we make this like a regular pillow if it is compressed?

It's not used for regular pillow bcz it is compressed and it's became small size so it's unfare to use regular pillow, it's use as general pillow at legs side
