Will this fit a 3x male?

Hello. Not sure what 3x is. But I measured and it should make it around a 50” waist but that doesn’t account for clothing

I usually walking my dog after dinner,is this fanny pack roomy egough for my phone,keys and other items?

Yes it has alot of room and it has a key hook so the keys won't fall to the bottom of the fanny pack.

Could this hold up/keep things dry while hiking in the rainy, windy weather of Iceland in October?

Well actually I had no clue until I tested it after reading your question and I believe it will hold up. I sprayed water in the same spot over and over and the fabric repels. I also sprayed water inside of one pocket and left a cloth inside to see if the water would go through and it didn't so it's SAFE!

Is it machine washable?

Not sure I'd machine wash it. I suspect it would lose shape or stress seams/zippers. Maybe hand wash and flat dry if it really needed it. It does have a surface that can be wiped off/out easily with a damp cloth.
