Do these stretch over plugs while the wire is skinny and the plug is fat?

No, they don't stretch that much. I think its 2 to 1 ratio. I don't think it will work for you.

Are these flame retardant rated?

Retardant, yeah, fireproof, naw. I use a Bic lighter to seal mine up. Couple of seconds under the flame, bingo all done. Will they burn, yeah probably, if your battery pack explodes.

What is the listed voltage rating of this heat shrink?

I don't know as I was using it for low voltage.

Is this set free of adhesive? I need tubing that is not adhesive-lined.

These are adhesive free. They only require heat to shrink them to seal whatever you are sealing
