Yes, the are all in separate wrapping, the also come in a handy bag that I have pined to the vestibule wall so that people can grab a pair on their way into the house.

What size do they cover

I am a size 6 and find they have plenty of space even with socks. I would say that up to size 7 could wear them comfortably
