Can this be used as a beard trimmer?

I use it to trim my beard without any problems.

When I use it for the balls, does it make feel as shaved by razor?

Yes and you still can shave so close that you scrape the skin. This would be a great shaver if it wasn't so big and bulky in my opinion

I just received my mangroomer today. i tried to charge it, but the light doesn't come on. is it defective, or am i doing something wrong?

It is defective, and so was mine. I tried to get a new charger, but there aren't any available. I would not recommend buying this product.
